Deputy Director| Administration
POSITION: Deputy Director
LOCATION: Administration
REPORTS TO: Executive Director
QUALIFICATIONS:
Minimum: Master’s degree in Library Science from a school accredited by the American
Library Association with at least five years of management experience in public libraries,
preferably in library branch management. Should possess a thorough knowledge of
professional library principles, practices, methods, and knowledge of all phases of public
library work; and have strong interpersonal skills, including communication (verbal and
written), problem solving and planning. Some library administrative experience is preferred.
SUMMARY:
Under the supervision of the Executive Director, the Deputy Director serves as
the Head of Public Services plans, implements, and supervises public service activities
throughout the 15 library branches, as well as assisting the Executive Director with
administrative duties and day-to-day library operations.
DUTIES:
• Plans, implements, and supervises public services activities throughout the library system.
Assists the Executive Director with day-to-day library operations. In the absence of the
Executive Director serves as the Acting Chief Executive Officer.
• Advises, supervises, and evaluates Branch Supervisors and Branch Managers. Frequently
travels to the 15 library branches to assist Branch Supervisors and Managers with problem
resolution, and with staff or patron issues; Makes recommendations related to appointments,
promotions, transfers, and other personnel matters to the Director. Works with the Assistant
Director for Technical Services in advising branch personnel on collection development.
• Advises interviews and recommends the hiring of public service staff; Participates in
individual staff coaching or discipline sessions along with the branch manager and/or
Executive Director when needed.
• Resolves patron issues that are referred from the branch level; Listens to customer
complaints and resolves them successfully. Works with the Director of Technical Services to
examine logs of patron records to resolve issues with patron check-outs and fines.
• Submits recommendations on public services policies and procedures to the Executive
Director; Helps implement library policies and procedures once they are approved by the
Library Board of Trustees.
• Works to coordinate programs, partnerships, and outreach services of the Jackson Hinds
Library System, particularly with other agencies throughout Jackson Hinds County. Attends
meetings with local partners including Alignment Jackson and the Jackson Public Schools.
Works as a liaison to the various Friends of the Library.
• In conjunction with the Executive Director and Director of Human Resources, helps plan and
coordinate the content of staff training days; Provides regular customer services training for
new staff and staff who need a “refresher course.”
• Prepares monthly reports on public service activities for the Jackson Hinds Board of
Trustees. Assists in the gathering of the statistics for the yearly state statistical report.
Guides the managers/librarians in developing and monitoring budgets.
• Advises the Manager of Programs and Partnerships to plan and implement the Summer
Reading Program in conjunction with the Branch Supervisors, Branch Managers and Youth
Services Staff.
• Participates yearly in the Mississippi Library Association conference and committees
representing the library system. Attends other conferences and webinars as the budget
provides.
• Assists with grant writing, particularly with the yearly LSTA grants, as well as providing the
various reports on grant activities that are required by the granting agency.
• Guides the branch supervisors and branch managers in developing and monitoring budgets
for collection development, programming and supplies.
• Performs additional duties as assigned by the Executive Director.
HOURS: 40 hours per week, scheduled within the library’s hours of operation.

Executive Assistant| Administration
POSITION: Executive Assistant
LOCATION: Administration
REPORTS TO: Executive Director
QUALIFICATIONS: Bachelor’s degree from a four-year College or university is required, and two years of related experience and/or training is preferred
SUMMARY:
The position requires the ability to compose reports, business correspondence, and procedure manuals, possess excellent Internet research skills, and effectively present information and respond to questions. To perform this job successfully, customer service, communication, the ability to work independently, and organizational skills are expected. An individual should have knowledge of desktop publishing software, Internet software, Microsoft Excel Spreadsheet software, and Microsoft Word software.
DUTIES:
The Executive Assistant works closely with the Executive Director to provide executive office, project management, technical, and clerical support to the office of the Executive Director in support of the Administrative leadership team and Administrative Board of Trustees
For the Jackson Hinds Library System. The position requires knowledge of library strategy, operations, and policy or demonstrated ability to learn. The Executive Assistant exercises considerable independent judgment, the exercise of discretion with confidential information, and trustworthiness in the use of library resources.
HOURS: 40 hours per week, scheduled within the library’s hours of operation.

Finance Accounting Assistant| Finance
POSITION: Finance Accounting Assistant
LOCATION: Administration
REPORTS TO: Assistant Director for Finance
QUALIFICATIONS: High school diploma or general education degree (GED) required, some college preferred; or one or more years of related accounting experience and/or training; or equivalent combination of education and experience.
SUMMARY:
Computes, classifies, records, and verifies numerical data for use in maintaining accounting records by performing the following duties. Serves as a purchasing agent for the library system.
DUTIES:
Provides support to the Assistant Director for Finance in the coordination of all financial activities of the Library System. Responsible for the goods and services purchased by the Library System. Ensures that invoices are accurate and that proper accounting procedures are followed for the purchasing and payment of goods and services. Prepares daily deposits. Perform other duties as assigned by Assistant Director for Finance.
HOURS: 40 hours per week, scheduled within the library’s hours of operation.

Human Resources Assistant| Human Resources
POSITION: Human Resources Assistant
LOCATION: Human Resources Department in Administration
QUALIFICATIONS: A High School Diploma or GED (Some college experience is desired)
SUMMARY:
Preference given to applicants with a minimum of three years of prior human resources, payroll experience, Microsoft Word and Excel. Must be able to appropriately apply language, grammar, and spelling rules and independently compose correspondence. Must have general clerical
skills. Must be able to work independently in an organized manner with high regard for accuracy. Work requires sitting for extended periods, stooping and bending, and lifting to 25 pounds on a regular basis.
DUTIES:
Provide support to the Director of Human Resources in the coordination of all human resources activities of the Jackson-Hinds Library System. Specific duties include, but are not limited to, processing bi-weekly payroll and associated reports; personnel data entry and file maintenance; employee benefits administration; implementation of policies; assistance with staff orientation, development and training; and other duties as assigned.

Public library experience is preferred. The Branch Manager must have the ability to organize and implement library functions, express ideas clearly through both written and oral communication, have basic computer knowledge, be able to work well with the public, and possess good customer service behaviors, which include a knowledge of the community served.
DUTIES: The Branch Manager will supervise all branch operations; plan and implement programs for adults, young adults, and children’s services, and other regular library staff duties; supervise and prepare work schedules for all employees; provide reference and information services including accessing online data services; plan, prepare and present story times, summer reading activities and special programs for youth; assist library users in making effective use of library resources; maintain good public relations between the branch and the local community; responsible for the selection of branch material; perform other related duties as necessary.

DUTIES: Assist library patrons in making effective use of personal computers for word processing, Internet access, and information research. Provide information assistance to patrons with a strong emphasis on the use of electronic sources including the Internet and other databases; answer reference questions over the telephone and in person; perform troubleshooting and provide general equipment maintenance; participate in the development
and implementation of the department’s goals and objectives; and other related duties as required.

Performs other duties as assigned by the Branch Manager.
HOURS: MUST be willing to work as needed between 8:00 AM and 2:00 PM, Monday
thru Friday; all day on Saturdays (10:00 AM to 2:00 PM). The successful
applicant will work up to 17 hours per week.
